Whenever anyone joins my server, the maps and mods always re-download. How can I fix this as it takes quite a while for everyone to join when the map changes? Do I need to change the download method as I have it linked to my Dropbox?

It sounds like it's a problem with your fastdl. I'm not sure how to set it up with dropbox. You could set your sv_allowdownload to 1 until you can get it fixed.
Since when was this a gamemode or add on release?
