This might sound like a stupid question but can you make it say anything you want text-so-speech style, or is it only preexisting audio files from HL1, kind of like the combine and dispatch audio files? I ask because in one of your examples, you go !vox <a huge ass array of shit here including .delays and whatnot> - kind of looked like you made it say whatever you wanted. Disclaimer: I haven't played HL1.

By any chance would this use the speak command? (I've been trying to figure out what it does/how to use it all day. I saw someone use it in a video to do the VOX voice but eh... Yeah. Tried to do it myself and I couldn't get it to work.)

I'm very sorry to bump this from 2014, but if anyone does care... The Addon is fully functionable, except /voxlist and /voxhelp which directly lead to a 403 Forbidden. So to help, I've decided to rewrite the VOXLIST here.
