Downing a picture for its generated FX is unnecessary.
The image compels of a Gothic/mystical base.
Portraits are of great poses, showing much of the characters as little as it can show.
The sour three point lighting on the horrendous Tank is greatly fitted upon him.
Now for the nightmarish Witch. Nothing emotionally comes out of me towards that,
But I can conclude that it is of definite colorful.

It looks a lot like you used trace edge or similar and paint daubs, dry brush, whatever. I avoid using any filters at all wherever possible, so excuse me if I can't remember exactly which ones produce that effect.
Instead of going for whatever look you were there, try not to be so overt with effects of any sort. Over time I've learned the less editing needed, the better the result tends to look (with the exception of unfucking lighting errors, model errors, etc.).
