No that pyro is not scaled it's just perspective dicking around.

Nice use of perspective.
If you had tweaked his right foot just a little bit more the picture would have been perfect.
You should have taken the same pic except without the pyro. That way, you could edit his right foot so that the forced perspective would look more convincing.
The fog on the building that doesn't affect the pyro is the only problem that I can see
Right foot ruins the illusion really.
