Photoshop? Lens flare stock images or maybe he used optical flares from video copilot. A lot of ways.
Also, I love the water and reflection on it, really pulls it together.

Nope, there was no editing done on this picture, it's straight from Gmod. The lens flares are from the "Ultra Effects Pack V2" from the Steam Workshop. It makes effects such as muzzleflashes, glows, etc. look more cinematic.
