"they" as in the US forces in the 50's coined and called them jug-heads, shovel-heads, biscuit-heads, and moose all because North Koreans typically have big heads, making it easier to shoot one in the head
"Liberation" is a term so often used in Communist military organisations and campaigns that it makes the title extremely confusing. Most ironically, given the context of this picture, the name for the civil war used by North Koreans is "Choguk Haebang Chonjaeng", or Liberation War for the Fatherland. The only time I can think of when "Liberation" was used in the title of organisations in opposition to Communism was during the second world war, where such a confusing title was designed on purpose by the Nazis to attract left-leaning freedom fighters, who were - quite reasonably - not impressed with Stalin's Russia (many of whom would end up fighting Germans anyway). Jughead's also not a term I've heard used for N. Koreans, but I'll take your word for it.
