It's a great scenebuild, I think nobody shouldn't give any small remarks even if there are any, because if the overall quality of scenebuild is great then it's great, otherwise your criticism is all about what you want to see and how.

Not much, I used GIMP, which is very similar to potatochop. Well, I think why this particular image seems more preferable to people is because I used the poster #2 command instead of using superdof, so there's more detail going on. I basically changed the colors to have a more blueish theme (it's night, sleep, dreams, etc.), dodge brushed the hat and shoulders of the fisherman to have some lightning. Added a lens flare on the lamps and duplicated the wave reflections of the boat. I also blurred the bottom and right parts via radial blur to make it look like things are being elevated.
I personally like the original anyways :
