Color mod overload?
The characters need motion blur, not the background.
Wait..there has to be SOME sort of hint of sex from this..wow.
Blur is okay but you need to blur your subjects too.
I don't see the colormod overload, maybe I need to adjust my eye's settings...

Still really new to editing but here I took a swing at it.
Shef'd it and threw a crosshatched pin light layer on. Hue'd the metro to get rid of the glowing blue and darkened the rebels face so he didn't glow as much.

I had to use the main OP image. It wouldn't let me save the original.
Edited it a little more, check it now.
It's so funny, I never used to understand photoshop and now, theres just so much you can do with some layers and a brush.
