On the topic of the image, I can safely say I have never seen this done before in source. I'm not going to issue that as a compliment as much as a general statement of fact.

Either that or it's intended as some kind of high-speed cavalry unit.
That said there isn't much of a lower body for that kind of locomotion, not to mention said lower torso doesn't seem as strong and robust for someone to jump on and ride across the plains, and of course there's the issue of a centaur being able to put trousers on... But otherwise it's an interesting concept if nothing else.

Wouldn't you want your bioweapons or whatever in top physical condition? Why make them suffer? What benefits does that even provide?

If it were a reality where suffering carried weight, as in suffering gave some sort of power to things which fed on suffering and passed on a portion of the "profits" to those who enabled it, it'd be kinda understandable. Otherwise it's not all that smart in the long run, even if the CEO of "PWN Inc" is some sort of super-sadist madman.

Or just make the lower body a bit larger and longer, maybe even with longer arms so they can actually put trousers on.
