Well to me it's a com-room, they do tend to be a bit dark.

Pose some combine or find an image, copy it to a new layer in GIMP or Photoshop then just drag it over the screen and adjust the opacity, and make sure you cut the backround out.
OR
Fill the screen's with black the place the image over, adjust the opacity so it's a bit faded. Then add the interference noise or the grey screen.

I think of comm rooms as dark cinematic-wise. But we all know in real life they'd be well lit because in the US, if someone so much as stubs their toe because a room was too dark, they'd sue for millions.

Watch Blackhawk Down, the com room in there is pitch black almost. Generally indoor bunker communication hubs are not very well lit, the only light if from cigar embers. Desk lamps, and the green glow of the bleeping radar. Or in this case, a grey screen.
