Texturing on soldier sucks.
Agree'd with Bubz on the jacket but I like the gruff beard on the Soldier. Heat wave looks pretty good but the red needs to be a brighter shade. It also looks like the barrels are liquefying on the top, pretty sure that wouldn't happen.

To create a texture like that conforms to the clothing, create a displacement map (google a tutorial; I'm not your keeper). Displacement maps work wonders when it comes to overlaying textures on to surfaces that have various angles and depths.

Your best way of doing a heat wave is to duplicate the layer and (if you're using Photoshop) use the glass filter. It will displace and liquify the image enough that you can use a layer mask (if you're a pro) or an eraser (if you're an idiot) and make it look good.
What 5omeone said. Heat causes air distortion because it's forming a convection current (same as what happens when you heat anything, the hottest parts rise whole the cooler ones are sucked down, heated, then the process repeats) and this gives a shimmering appearance. A bit of smoke and some Photoshop brushes does not a heatwave make.
