I would up the contrast a bit imo. The water could be more motion blurred/wavy with some saves following the boot movement of the soldier.
some smoke might do the shot justice but I imagine it's pretty hard to get smoke particles or photoshop smoke to look good
If he's smoking a cig, then thats a little awkward of a pose with his right arm holding the cigarette
otherwise honestly this is a really nice shot. the framing is really well done, and the shadows and colors are quite bitter in regards to the feeling of the soldier.
