How do I set up PERP?

I am wondering on how do I setup PERP for my dedicated GMOD server?

You don't. You need a license to host it iirc

Well is there a way to setup a GTA like server?

Get the gamemode from the original creator, then get permission from the original creator to host that gamemode, the GTA gamemode is not public and or another edited PERP which again you need a license for.

edit: Or you can re-create one of these gamemodes with a different name and code. <- This would be best.
