Not once did he ask for expression 2.
Expression 2 is not Lua.
Expression 2 cannot be an add-on
Expression 2 cannot be in a gamemode.

Well he wasnt the specific about his request. If he wanted it for a server as an addon, then a lua script would be needed. If he just wants to be able to control NPC's for personal use, then an e2 would be preferable because it can be used anywhere there is wiremod.
