Would it be possible for anyone to create an addon or something that would force the cache to be downloaded from the server even when FastDL is on?
No, that is impossible.
Garry should do something about that its very annoying!
Using gm_cmd.dll I upload the cache to my FastDL.

I found a work around, Contact your server host and ask them to make a web storage pointing to your Game server.. Then just use that as FastDL (Make sure you restrict the unneeded folders :P)
