There are quite a few unfinished mods out there that could use some good finishing. Some have been re-made, some have been in the process of making but never quite made it. Some have been lost looong ago.
Here is a list of some mods that could use re-scripting or given a second chance:

Pills: The ingenious (series of) addons created by random users allowed the player to become their favorite NPC. From a poison zombie, to a pigeon, to a Portal turret, and even a melon, this gave a ton of laughs for the beta release of Gmod 2007 (or, as we call it now, Gmod 10). Now, most of these pills are broken or were stuck in Beta mode and were never finished.
Now, if you feel like there is something that needs to be re-worked for an encore, post them here.
What exactly does physical bullets do anyways..
Exactly what it says. It turns all bullets from SWEPs to physical, so they can be grabbed with physgun etc.

That, or since they're physical objects you'd be able to slow them down/stop them in their tracks matrix style.
I loved phys bullets, it'd be awesome if someone could update it.

Stampede! by Kogitsune. I asked him for a reupload so that I could play it again. It has to be the best gamemode ever made, but it never caught on.
