GMPublisher error: Couldn't initialize steam

Hello :) Can someone help me with this error? help with MySQL is also needed! :)

1. Not using the correct GMPublish in steamapps/common/garrysmod/bin
2. Steam is running
3. You don't own a legal copy of GMod.

1 So, im doing this when starting GMPublish: Shift + Click to bin in \Steam\SteamApps\common\GarrysMod, then i type in gmpublish, it gives me some info about gmpublish etc.

2. Steam is running, also tried to run as Admin

3. I own a legal copy of Gmod.
