So, when I add a job to the job.lua file, or any other thing using the DarkRP Modification Addon (Ammo, Shipments, etc.) I have to restart the server to make it all take effect, but on a server I did previously, it would just lag for a sec, then they would be applied to the server, without restarting.
Is this a new thing? Or is there a way to make it do this again?

some hosts are confused with their own servers, recently I asked my GS host what OS they had, they said Linux, I tried to install modules etc, but then I saw in FTP its windows, just check your root folder of the gameserver if it just says "srcds" or "srcds.exe".

I never hosted on NFO, but normally it should look like this if its a windows server(without the start.bat):

I think that NFO hides some of the files, just for "security" issues.
Only windows has auto-refresh support. Any other OS (OSX, Linux) do not.
Do an experiment for us, add a job to jobs.lua and upload it to the server. Monitor the server console, if there was activity towards DarkRP, it means you have a windows server. If nothing happens, change the map with "changelevel [thecurrentmap]" and if the job is there, it's hosted on another OS. If that STILL doesnt work, contact your GSP and ask them what's up.
