Well is there any kind of plugin for ulx (or anything) that allows the user to see what is going on in the server?
Short question easy answer. Yes/No if yes then where or what is it
explain more? are you talking about viewing server with out being in it like chat
If you're talking about being connected to the server and look at other places on the map, then it is possible (but I do not know of a ulx plugin). If you're talking about watching the server while not connected, no.

If you're thinking about watching the chat and console, you should get an RCON program like HLSW.
