Portforwarding happens in the firewall, not the start.bat
go to your panel add add the client port and so on the server port UDP and TCP

client port isnt that much needed afaik, atleast I never had to forward/use it.
If you have multiple servers on the same internet you will need different ports for each of them, yes.

No, you forward the ports on your router.
i did it was 27016 now how i make the server run on that port
