Is it possible to grab someones name in a bind?

The TTT server I go on has just added a new chatbox where you can colour your message.

I would like to have a bind which would like ttt_radio traitor, which displays like "Aaron is a Traitor!" when I press my Q key, except i would like to personalise it so it would be like "Aaron is a (in red) Traitor!"
So basically I would like my bind to be something like

'bind q (something to grab the persons name who you're looking at) is a *red Traitor!'

But is it possible to grab the name?
