Really it looks like someone found the Hell lava effect prop from TF2. It's really, really big.
Looks like a bunch of missing textures to me.
It turned out to be a TF2 prop.. what the hell? The picture was sent over skype, so I can't really do anything, but thanks @MoodaLooda.

As for blacklisting, there are addons out there that can blacklist props. I'm not sure which one is the best to use though since I don't play anything but unrestricted sandbox.
