I've read these adjusted them and still I get like 1 detective when theres 3 - 4 traitors.
What can I do to fix this?

oh i have to put it in server cfg? i cant manually do it on the gamemode init.lua folder?
No. These are cvars and while they can be set in the init file, config is easier/more convenient.
Don't modify the init, it's way easier to just set the convar in the server.cfg
