Is it possible to recreate the same gluon laser effect from 1:50? And not only the laser but the jiggle effect too.

I pretty much know how to do the Beam but i still don't know how to make it jiggle.

Yes
Particle system + 30 minutes of my time and I could do this.
The problem is you won't be able to use it effectively in gmod with the current particle commands.
