I want to make a specific tool admin only(hover boards) how can I do this?

I would suggest using ASSMod. It has tool restrictions.

I am using assmod. Where is the ability to restrict tools?
In the ASS menu (+ass_menu) there is sandbox -> Restrictions -> Tools.
