VGUI is never serverside.
And what do you mean "which vgui should derma use by default"?
It's not like people will use different menus than you'll include in your gamemode/mods.
I think this question is about having the server tell the client which derma [B]skin[/B] to use for vgui elements?

So make VGUI that the server should see. Hmm makes 0 sense. VGUI will always be client side
