You're not meant to use scriptenforce_createmanifest anymore. Just restart your server twice.
what do you mean your not meant to use it anymore and what will restarting my server help
The list is automatically generated from AddCSLuaFile. Restarting your server once creates the manifest, restarting it twice will remove the countless errors you will undoubtedly have after it's enabled.

umm i restarted it twice and i put sv_scriptenforce in console it works but everything is blocked what is going on
Either you did it wrong or you didn't install your addons correctly.
