Skinning program recommendations

I want to skin and i can learn, i just need a program, do you know any programs? i am on a budget so free would be better thanks :)

Not really the right forum, but Gimp is a good program if you want free. Similar to Photoshop but not as many tools.

i have this too lol and it doesn't edit it finds the file and you bring it to something like photoshop.... atleast thats what the tut said on mod db said

are you trying to edit the vtf in gimp? If so you can't you have to export it to something like a .tga then edit it.To get it back into VTF form use vtf edit.
