Restricting tools to certain ranks? [ULX]

I have tried looking for a solution but none of them are clear enough, or are outdated for the lastest version of DarkRP or do not support ULX.

Basically I want to restrict tools to a certain rank e.g. Restricting E2 to regulars.

Does anyone have a ULX addon on or a code for this?

If so thank you.
