Script to autospawn contraptions at map start (paying project)

Hey peeps,
I'm not sure if this is possible but I've done so much searching around google and only came back with one semi positive answer which is perma props mod but that unfortunately doesnt do what I require and also allows any user to set perma items which is obviously a massive flaw in its design as no one wants any old user to start adding perma items to your maps.
So to explain what I'm after here...
Basicly I have a few advanced duplicator contraptions (server info board and message rotators, etc) that I want to be loaded onto my server as soon as the map starts, I want the wire sections to stay intact so it still functions basicly a version of advanced duplicator that autoruns at startup and loads in any prop located in the selected directory to the map but I dont want public ownership of the props as I dont really want users to be able to move the props or destroy them.
I'm willing to pay for this work to be done for me (via paypal on completion of work) I'll gladly user rent-a-coder to create the job and pay you if you are worried that I wont fork over the cash, but to add I'm not rich so this is a bit of a half and half situation, I'm sure it would be a great learning experience for whoever does want to do it and at the end you'll get a reward beyond the satisfaction of a job well done.
(please note if we do use rac for this note you will not be allowed to redistribute the code as I will become the legal owner of it upon delivery hence why I will pay for it, not gonna pay for something you will then give away free) I'll pay anything up to £25 ($35) for the completed work.
So people let the bids begin and I hope to find someone that can make my idea a reality.
P.s. If you do accept I may have other job for you in future to as there are a few things I would like to do to my server and will pay for those also but I will discuss that after finding the right person.

to be honest it really down to who can show the most progress as with these things people say they will do it and then you never hear another word from them, so if anyone thinks they can show me a working prototype or at least show other work they had done then they can have the job the money goes to whoever completes the work first.
I just want an admin restricted tool that will save prop locations that will then be spawned at game start up including any wiring basicly advanced dup but spawning the saved item when the map is loaded on the server rather than when the player shoots the gun.

Basicly, what you want is the PermaProp tool. Was anything wrong with it ?

yeah perma props doesnt save wire, welds, owner so basicly it allows you to add walls and npcs which doesnt fill my requirement and thus has influenced me to offer cold hard cash to get what I want.
Out of all of the people in this thread I would recommend The-Stone. (Look at his work)
Yes, the Stone/NullPoint/MakeR would definitely be the best choice.
