Forcing players to cl_updaterate ?

Hi ! I know it is possible to restrict client rates to the server but I don't know how and where to put it.

I want to restrict clients for :

rate 100000
cl_updaterate 33
cl_cmdrate 33
sv_max_queries_sec_global 150

And I want to know why my CPU usage is at 50% with 27 players , with 40 it's at 99 and it lag.

It is a i7 4790k 4ghz on a dedicated server OVH
