ULX help?

Hi all,
Im hosting a server and I use ulx, I would like to restrict a whole addon(CAP), to only admins and above or operators and above! Also, in the .bat start file how do I set the default core?(hoping to set it to run on my second, third, fourth, fith, or sixth core.)

This in a bat file will set how many processors to run on, I'd imagine it'd be something similar:

start /affinity x srcds.exe ....
