Is it possible to make Pac 2 Only accessable by admins?

I want pac 2 on my server; however I want it so only admins can use the editor or change costumes. Anyone know of a way to do this? and yes, I've tried google.

PlayerSpawn or PlayerInitialSpawn ply:IsAdmin Concommands: pac_ban pac_unban I gave you the pieces. Now try putting them together.
