How to remove workshop from my server, or how to disable this function for users?
You can remove it from the spawn menu.
/garrysmod/gamemodes/sandbox/gamemode/spawnmenu/creationmenu/content/content.lua
Comment out "include( 'ContentTypes/Creations.lua' )" on line 19.
