You probably have two options here. Either getting a good admin mod that can fix that, or fixing it internally by lua. Good admin mods can be like evolve which you can get ( [URL="http://www.facepunch.com/showthread.php?t=940348"]here[/URL] ) or anything else that may seem suitable. Fixing it by lua may be difficult because learning lua may be a long process, but because I heard that DarkRP isn't such a complicated gamemode it shouldn't be too difficult to look at. DarkRP I believe has built in commands to stop that.
