I want to know if downloading and editing workshop addons to use on a server you host, is acceptable or not. Does steam have any rules and regulations about this, or is it handled by the the law (and the person that created the addon)?
For example, if I downloaded a weapons pack that is available on the workshop - but I thought the damage was a bit too high, and maybe it came with too many extra clips. Could I edit these values and use them on my server without risking legal issues or violating steam terms and conditions?
Of course you can. However it is not a good idea to republish that addon, although no one would probably go after you.

Unless the addon author does.
If you never redistribute edited code/content, you are fine. If you wish to redistribute the modified code or content, contact the author of the addon for a permission.

That is why I said probably. A huge amount of addons are abandoned and it is very unlikely many people will even notice your version because the original would most likely be on top of search results anyway.
