Well, did you port forward 27016?
Two possibilities: 1. You're right, your ports aren't forwarded, and that's the problem 2. Your friends are trying to connect to your LOCAL IP address - 192.168.x.x is not your actual IP address. To find your real IP address just do a google search for "ip address" and it will tell you. Also it seems like you're running 2 servers at once (it says the normal ports aren't available), which may be a mistake on your part.
Hello guys :D ! I portforwarded my ports ! Here's a screenshot : http://postimg.org/image/wojj3qf49/ (yeah it's in french sorry, but you still see the ports so it's okay). I connect to my server using my local ip but I give them the ip that I find on websites like whatsmyip plus the port, here's an exemple : 24.212.XXX.XXX :27016. Also my friends says the server doesn't respond. Hopefully you guys get to help me fix the problem :D (again xD) Thank you guys :D !
iTechGaming, your server is running on port 27016, not 27015 which are the ones you forwarded. Either port forward 27016, 27006 as well or startup your server BEFORE starting Garry's Mod, so that it takes ports 27015, 27005. If you start up Garry's Mod first, by default, it'll occupy ports 27015, 27005 therefore your server has to take 27016, 27006. That's why the rcon echos "WARNING: Port 27015 was unavailable - bound to port 27016 instead" Also, make sure if you have a Firewall, let those ports through.

It's weird but looks like the error is gone. I'll test and see. If something happens I'll contact you guys back. Thank you ! :D

Close down gmod, close down the server. Press Windows Key + R and type "cmd", in the black box that appears type " netstat -na | find "27015" " see if anything is using the port and says "LISTENING" next to it. If so open task manager and quit any instances of SRCDS.exe or hl2.exe that you see. Then start the server, then start your Gmod client AFTER. Also as McDunkable suggested check your windows firewall, if you want to see if that is causing it you can temporarily just disable it, and see if you can connect. If you can then you will need to add a few firewall rules for inbound traffic to port 27015. Make sure to re enable windows firewall after you are done testing though.
I bought a server.
It is not solved for real but whatever.
