What are the best websites to get weapon models (both v and w) to make SWEPs out of? I've been trying gamebanana but I've been hard pressed to find anything outside of deagles and AK's. Any other sites that you guys use or know of?
Gamebanana is your best bet, usually.
Unless you plan on learning to port/rip/create your own models, you'll have to stick to Gamebanana.

Any tips on what section/filters to use if I'm searching for out of the ordinary models? Also is there any way to filter out all the incomplete stuff people post to get others to finish?
First, make sure you are looking in the "Skins" section, as that's where released models with animations are. Anywhere else won't work. From there, you can select what game you want to find skins for. Games that have skins compatible with Garrys Mod are Counter-Strike: Source, Half-Life 2 & it's episodes (you'll need to own CS:S to use some models, including the hands).
You can also use the search menu to look for a specific tag, and specify what game you want it for. After pressing "search", you can filter anything that isn't a ski. Out by choosing "skins" when the search results come up.

Might also just grab some weapons packs from garrysmod.org and rip the models from them. In my experience, the content on gamebanana is really limited and a fair amount of it is from six+ years ago.

I did a lot of this, problem is there are a million fantastic world models but hardly any view models unfortunately.
