Ok, I've tried everything I can and looked up as much as I could to figure out how to force people to download my server files. I have the sv_urldownload for my fastdownload link, but no one in the server downloads any of my server files and they always have errors and are missing sounds to like the jihad and barrett and stuff. All/any help is appreciated.
This is what I have in server.cfg, but it doesn't download the files for other players.

sv_allowupload 1
sv_allowdownload 1
sv_loadingurl "eagleeyeloadingscreen.webs.com/"
