• Override standard material in a gamemode

I've created a lovely blood texture for a gamemode, but can't seem to get it to override the standard blood texture when it's placed in the gamemode's folder. If I place it in addons and load it as a legacy addon (addons/folder/materials/decals), it overrides just fine, but in the gamemode content folder (gamemode/content/materials/decals) it doesn't appear to. Is there any deep magic trick to getting this to work? Am I just missing something obvious? Google has provided me with no answers, unfortunately.
