I'm thinking of starting up a new server.
I wanted to know the opinion of the public on a question.
How many slots do you like on a TTT Server?
On my old server a lot of people joined because they liked how small it was (12 Slots)
On the other hand some people say it's better with more people because it's easier to join and the game and it's more chaotic. (18 Slots)
Opinions?

My TTT server is a 32 slot. Its fine. Makes it a challenge to play
I would base it off your Traitor/Detective ratio.
An example is, if the Traitor ratio is 1:4, and Detective ratio is 1:8. You should have 16 or 24 slots.
16 is quite good
I used to play on a 28 man server; 28 was quite a nice number actually, and a lot of fun, pretty well balanced!
It was easy to fill, 7 traitors, 3 detectives and 18 innocents; although at that number, I'd subtract 1 to make it 27 or add 3 to make it 31 just to have a few additional innocents to make it that much more difficult for the traitors.

Yeah, because of the way default traitor ratios work, I also think this is the best way to go.
To be honest, you probably won't get a definite answer, because everyone thinks different. Some people enjoy it with small numbers, others like myself enjoy games with lots of people (although it sometimes get very loud which I find frustrating).
Since you're not going to please everyone, you should really choose what works best for you, your content/maps, and items. Also, if you have a server with 28 slots, it's not always going to have 28 people. Sometimes you'll have small amounts of traffic.
Like, I'm not sure how to word it but, basically, larger slot servers give you opportunity to have lots of players when needed and you will still have times where your server is small. Whereas small slot servers, you are kinda limited.
I've decided to go for 16 Slots. Seemed like a nice amount.
Now I've just got to sort out my Workshop Content Pack Problems.
