How do i enable HJDJ on my server?

All i hear is a loop from my actual voice when i try to play songs with HLDJ on my server, is there any kind of command that i need to type so i can use it?

And also sv_use_steam_voice 0 makes it sound better, less of it being off pitch somewhat (I've noticed a change in pitch disabling)
