I saw a thread on steam forums saying it was 200MB but looking in my addons folder I have a 370.917MB gma.
There's no hardcoded limit as far as I know, sometimes the compressing fails, and decompressing will also take longer or potentially fail for people if the addons are super large. If your addon is more than 100MB compressed, its bad.

So, how would I determine how big it'll be compressed? Or does workshop use .bz2 compression?
I think it uses LZMA, the filesize shown on workshop is the compressed size. ( or when you upload the thing to workshop using gmpublish.exe )
And now that you talk about this, why can't servers download more than 64 mb of add-ons?
It's a bug with the server software.

Ah, thanks. Also, would you know how to increase the size for the downloadables table(within the game's own files so you wouldn't have to make a whole new update)? You have too much shit to be downloaded, either use WorkshopDL or cut on your downloads.

Lastly, what would you estimate or guess an addon(or at least a single part)'s max file size(uncompressed) should be for the best results/no errors when uploading?
afaik steam themselves limit the workshop files to ~200mb

That seems about right, anything over 200MB(before compression) seems to fail.
