I was wondering if it is possible to disable the rp_TEAM console command. Is there a place to configure it?

It's not recommend to edit core files, but most people don't really care.

It's lazy, and horrible practice to do that.
You could always just restrict it from the groups in fadmin and not have to edit/delete anything in the gamemodes core files
