Is there a way to update an outdated Dedicated Server? Because I really don't want to download the entire thing again. If there is a way to update it, please tell me. Thanks.

You mean a dedicated server? rcon is just the command use to execute commands on a server. If so, download SteamCMD and update it using these commands: [url]https://developer.valvesoftware.com/wiki/SteamCMD#Downloading_an_app[/url]
