Cars spawning as ghosts

I downloaded the tdm cars svn and the lw svn,
When ever i load in to the server it says this [url]http://i.imgur.com/JPPjvvo.png[/url]

[SleepyMode]

I'm pretty sure that's not what makes them be ghosts.
If you'd ask me it's probably some addon you have.
