Since several users of my community have suggested this to me, and I'm not comfortable editing a gamemode base, I bring this here.
Could something be created which would only allow a gamemode to be chosen 3 times in a row, and then after such an event, that gamemode is removed from the voting list (only until the next gamemode change).

Yes. Save a value in MySQL, not particularly difficult.
