What i am talking about is how to, for instance, make a camera track a scout that a sniper is going to shoot. or something like that. Making the camera viewpoint stuck to a model is basically what i want to know how to do.

I should clarify, i don't want the camera to "follow" the model. What i Meant was i want a stationary camera to rotate to aim at a model. MY example was a little bit unclarified, This is a better example; So there is a scout running down a hallway, and the camera's POV is one of a security camera. It doesn't move per-say, it just rotates to track movement.
You can't. You'll have to keyframe it.

Here's a way. You need to mess around with a small script in the console though, but it seems simple enough:
