I lost the file bullet_tracer.mdl,and without it can not properly shoot a gun.
Is there a way to get it back?
There's no file called "bullet_tracer.mdl" in the game by default, and you don't need it to "shoot a gun"

It's a mod. You must have not installed some other mod that the mod that weapon is from requires.
But deBut with standard weapons from Gmod and HL2 all so well!
Start the game with -noaddons -noworkshop and you'll see that the problem disappears. It's with an addon.
Mods can override what happens when you shoot any gun, including the base HL2 weapons.
