I do not understand why there is no local chat and I have to read all the messages. (or I do not have the opportunity to write only to someone who is nearby, for example about the upcoming raid, because it will be heard by everyone)
Again... if you saw the roadmap you could see that their trying to a think like email, with the computer l, but... their staff are not 100 guys and it's not just click a button, it require more than that so It takes to have a good working system.
email-system does not apply to local chat or personal messages. It will not be a way to communicate in real time (even in reality email is not that)
If you are worried about "Toxicity" in Rust, maybe you should try another game. Maybe a game that won't offend your sensabilities so much.

2) I do not want to be distracted by spam in a chat that does not apply to me (I also can not disconnect it, because sometimes they write to me
3) I can not write to my friendly neighbor about a plan that other people (enemies) should not know about (it is inconvenient to add each friendly neighbor to friends in the incentive to write something to him)

Rust it's base in survival real game, and that was a objective of the game (it can have so surreal shits but you understand the point) and a in-game private live chat like steam it would be unrealistic, so that doesn't exist, in official, tou have modded servers that have pm plugin but thats differente.

Which gives us the means to remove the signs, note who did it, and warn them once, then ban them.
There's quite a few things a/multiple private oxide plugins that let you do whatever you want.
I literally cannot give you more information other than the server name if you want it.
